Dependent VISA for Wife and Children

Introduction
 
For Dependent VISA of Spouse and Children, The letter, Visa With Reference (VDR) from Malaysia Immigration Department is required. Based on this letter we apply for Dependent Visa Single Entry (also said to be Stage 1).

For the VDR, Copy of Translated Marriage Certificate, Copy of Birth Certificate(s) attested from Pakistan Embassy in Kuala Lumpur and Letter by Sponsor Company is required.

Now for the attestation of these Copies, Original Marriage Certificate (Urdu), Translated Marriage Certificate, Original Birth Certificate attested by Pakistan Foreign Office is required.
Offices of Pakistan Foreign Office are in Karachi, Lahore, Peshawar and Islamabad

According to Government, the purpose of all these attestation is proof to Malaysia Immigration that documents are original and Pakistan Embassy is ready or taking to take responsibility of us and all our relatives.

So, lets start the process from the Pakistan.

Attestation of Documents from Pakistan Foreign Office


I am a living in Karachi, therefore, addresses are according to Karachi
 

English Version of Marriage Certificate OR Marriage Certificate issued by NADRA

We had the Urdu version of Marriage Certificate hence I first need to get the English Version of Marriage Certificate but if you have Marriage Certificate issued by NADRA then it will be enough because it already contains description in English and Urdu as well.

For the Translation of Marriage Certificate into English, I went to to Burns Road, Karachi.
Found the translator sitting with type writer, he filled the data on the Pre-formatted Marriage Certificate. That Pre-formatted was stamped with Notary Public Karachi He took Rs. 600/- for this.

English Version of Birth Certificate(s) for the children

Birth Certificate issue from Union Council in Karachi does already contains information in English, hence it was not required to be translated for my case (but if it does not contain information in English then it is also required to translated).

Attestation by Pakistan Foreign Office

Now for the attestation of document visit with the following documents to Pakistan Foreign Office.
Pakistan Foreign Office timings are from 9:00 AM to 12:00 PM on Business Days
  • Original Marriage Certificate (If it is in Urdu) + Photocopy
  • Translated Marriage Certificate OR Marriage Certificate by NADRA + Photocopy
  • Original Birth Certificate issued by Union Council + Photocopy
  • Translated Birth Certificate(s) + Photocopy
  • Photocopy of CNIC
Since I am living in Karachi therefore I went to  Pakistan Foreign Office, Block B Shahrah-e-Faisal, Karachi, Pakistan
When visiting must keep change money like Rs. 2, 5, 10 to purchase stamps.
Their they provided the some stamp at the cost of Rs. 2 or 5 or 10 and asked us to paste on the back of the original documents.
Submit these documents along with photocopies including copy of CNIC in the TCS Office on Nursery(Near to Blue Ribbon Bakery), Shahrah-e-Faisal, Karachi only.
At TCS Office, they accepted the documents and asked us that we will be acknowledged that when you can collect your documents back via Phone Call.

Attestation of Documents from Pakistan Embassy Kuala Lumpur, Malaysia

Now we have to attest the Original as well as the Photocopy from Pakistan Embassy Kuala Lumpur, Malaysia.

Take the attested documents (by Pakistan Foreign Office) went to Pakistan Embassy in Kuala Lumpur, Malaysia.
(The environment of Embassy was same like Pakistan Foreign Office, Protector Office, Passport Office Karachi. Same photocopier was there, same windows on which only one person was serving. Same)

Beside these original documents take the following
  • 1 copy of your Passport and VISA (who is employed in Malaysia)
  • 2 copy of Translated Marriage Certificate
  • 2 copy of Birth Certificate
  • Original Marriage Certificate (If it is in Urdu)
  • Original Translated Marriage Certificate OR NADRA Marriage Certificate
  • Original Birth Certificate
You will require 4 Bank Vouchers of 35 RM.
You can get these Bank Voucher at the cost of 40 RM each from the Photocopier inside the Embassy.
Stand in the queue, around after 1 hour will get the turn and submit the document.

Note: I am not sure, either to attest original documents or not. If you want to take the chance you can skip the attestation of Original Documents and can save RM 80. 

Submitting Documents to Malaysia Immigration Department (MDEC)

Note: This process was executed by my company, therefore I don't have clear details about it.

Attested Photocopies, Sponsor Company Letter and 3 Passport Size Photographs of Dependents will be submitted to Malaysia Immigration Department.

Submitting Documents to Malaysian Embassy in Pakistan

MDEC issues the VDR to the applicant and applicant have to apply for the Dependent VISA based on the VDR.

In general, applicant cannot apply for the Visa directly in Malaysian Embassy in Pakistan. Applicant needs to search for the Authorized Agents.

In case of Karachi, list of Authorized Agents is pasted with in the Malaysian Embassy Office. Applicant can contact according to the location and availability of agents.

Protectorate of Emigrants Stamp on Passport - For Malaysian Employment VISA

During the Protectorate Stamp, the requirements which I came to know and the procedures which I had followed are described here,

I am a living in Karachi, therefore, addresses of Government Offices are according to Karachi.

What is Protectorate of Emigrants Stamp?

Pakistani citizens who are traveling on Employment VISA, it is a mandatory requirement to apply Protectorate Stamp from Protectorate Office. Without Protectorate Stamp, FIA Immigration at airport will not allow to fly without it.

Documents from other Government Departments

Following documents will be required from other Government Departments

NICOP

NICOP stands for National Identity for Overseas Pakistan. It is actually the English Version of National Identity Card which is in Urdu Language. NICOP is issued by NADRA(www.nadra.gov.pk).

For NICOP, Visit NADRA Franchise with the following documents
  • Non Expired Father CNIC (Computerized National Identity Card)
  • Non Expired Mother CNIC (Computerized National Identity Card)
    Self Non Expired CNIC
  • If any of the Parent is death then the Death Certificate may require, however, most only Fathers CNIC is enough 
  • Nominal Fee: Rs. 3500/- PKR 
  • Card is issued after 15 Days

Medical Certificate

Medical Certificate for Malaysia is issued by the Taj Medical Center (GAMCA Token is not required for Malaysia Employment VISA) 

Address: Taj Medical Center, Shahbaz Commerical, DHA Phase VI, Karachi

Procedure: 
  1. 200 Tokens are issued by the Taj Medical Center in a Day, therefore, to obtain the token, reach the center in between 08:00 to 09:30 AM, otherwise all the token will be finished.
  2. Then they will guide to the Floors where different Activities are carried out.
  3. They take blood sample, take X Ray of Chest, and Medical Examination by Doctor.
  4. Then after 3 days, report can be collected

Police Character Certificate

This certificate is issued by the Deputy Inspector General of Police (DIGP)

Address: DIGP Office, Adjacent to Arts Council, Karachi

Procedure:
  1. Take the form from DIGP Office
  2. Fill the form, Attach the Photocopies which are mentioned on it
  3. Go to the Clerk, for registration of your Form
  4. Then take this form to your Regional Police Station, where they will verify it
  5. After Verification take this form back to DIGP Office and Submit it to them
  6. Then they will issue the Certificate (Police Character Certificate)

NOC (No Objection Certificate)

NOC is required for Candidates who are working as Government Workers or for Ladies by their Parents.
NOC is only the Affidavit or the Stamp Paper over which claim will done and signature of authorized person will be done.

Procedure:
  1. This Affidavit / Stamp Paper can be purchased from Photocopier inside the Protectorate Office.
  2. Complete the form and take the relevant signatures from Authorized Persons accordingly

Protector Stamping

There are six steps involved in the process.
  1. Review of Documents by Protectorate Officer
  2. Submission of Fees to Bank
  3. Applying for Insurance 
  4. Attaching of other documents
  5. Submitting the Documents in Protectorate Office
  6. Briefing and Return of Passport with Protectorate Stamp

Review of Documents by Protectorate Officer

Timing: 09:00 to 11:30 AM

For Protector Stamp two set are required one with the Originals which are returned and another are the Photocopies.

Following Original Set, following are required 
  • 1 - Passport Size Picture
  • Employment Offer Letter (Original or Colored Printout)
  • Employment Pass I Letter MDEC Letter (Original or Colored Printout)
  • Original Passport
  • Original Self CNIC
  • Original NICOP or Slip of NICOP
  • Original Medical Certificate
  • Original Police Character Certificate
Another Set,
  • 1 - Passport Size Picture
  • Photocopy of Employment Offer Letter
  • Photocopy of Employment Pass I Letter MDEC Letter
  • Photocopy of Passport Main Page and Signed Page
  • Photocopy of VISA
  • Photocopy of Self CNIC
  • Photocopy of NICOP or Slip of NICOP
  • Photocopy of Medical Certificate
  • Photocopy of Police Character Certificate
After reviewing the documents Officer will give the Challan/Bank Deposit slip.

It means documents has been verified and complete and they are ready to be submitted, atleast.
After this process documents are accepted for further processing till 01:00 PM.
Submission of Fees to Bank

Now, do the two Photocopies of the Challan/Bank Deposit Slip and Visit National Bank

National Bank, Baloch Colony, Shahrah-e-Faisal, Karachi
Fees: Rs. 2500/- PKR

Then Take Well Fare Fund Deposit from Habib Bank Limited or Photo Copier near the National Bank or HBL (you may need to inquire someone, However I got it from Pan ki Cabin)
HBL is opposite to National Bank

Habib Bank Limited (HBL), Baloch Colony, Shahrah-e-Faisal, Karachi
Fees: Rs. 2000/- PKR

Then go inside the HBL and pick the Deposit Slip, there were deposit slips already with the State Life Insurance Stamp.
Fees: Rs. 2000/- PKR

Applying for Insurance

Now take these three slips back to Protectorate Office, and there is a office of State Life within the Protectorate Office, give the deposit slip to them and they will issue the Insurance Certificate Receipt to you, and after few days Insurance Certificate will be delivered at the home.

Attaching of other documents

Now take all these to the Uncle beside the Photo copier and he call you later after few minutes.
He will organize the documents, attach some more documents (which I don't know), take your signatures on some documents and charge Rs. 200/- for his services.
Submitting the Documents in Protectorate Office

Then take these documents and submit in a Room (whichever they say), they will call you at 03:00 PM again to attend the briefing session and collect the passport after it
Briefing and Return of Passport with Protectorate Stamp

Then go back at 03:00 take the briefing.
In the briefing they will let you know what the rights of overseas Pakistan and how and when they can to Pakistani Consulates.

After they will return the Passport with Protectorate Stamp on it.
Protectorate can be on any page of Passport.
